Rawalpindi, Punjab🇵🇰: A 21-year-old Christian woman was shot dead inside her family home in Rawalpindi on September 3, with her family alleging that a neighbour who had previously harassed her was responsible for the killing.
The woman, identified as Saba Mehboob, was allegedly shot in the forehead at about 9pm in the Dhoke Ratta area, which falls within the jurisdiction of Ratta Amral Police Station. Her teenage stepbrother, who the family says witnessed the shooting, was subsequently allegedly taken away at gunpoint and held for several hours.
A murder case was later registered on the teenager’s complaint, while police launched efforts to apprehend the nominated suspect, Adnan Butt.
What happened inside the house
According to the First Information Report and accounts provided by Saba’s family, Butt allegedly entered the house carrying a pistol on the night of September 3.
The FIR reportedly states that Butt confronted Saba and accused her of betraying or dishonouring him before allegedly opening fire. The bullet struck her in the forehead, killing her at the scene.
Family members have separately alleged that Butt had been harassing Saba and making unwanted advances towards her before the incident. Her brother, Joshua Mehboob, told Minorities and social media News that Saba had rejected Butt’s advances and had previously confronted him after he allegedly blocked her way in a market.
The family believes Saba’s rejection may have contributed to the violence. However, the precise motive for the killing remains a matter for the police investigation and judicial proceedings.
The Express Tribune, citing the FIR, reported that Butt allegedly accused Saba of infidelity before shooting her. It also reported that Saba had been living at her parents’ home after separating from her husband amid marital problems.
Teenage witness allegedly held for about 21 hours
The case took a further disturbing turn after Saba’s death.
According to the FIR and family accounts reported by several news outlets, Saba’s teenage stepbrother, identified in reports as Anoosh, was allegedly taken away by Butt and an accomplice immediately after the shooting.
The teenager reportedly told investigators that he was forced onto a motorcycle and taken to a relative’s house, where he was allegedly threatened with death if he informed police about the shooting.
The family further alleges that the teenager was pressured to say that he himself had killed Saba.
Reports differ slightly over the exact duration of his confinement, but the FIR and subsequent media accounts put it at roughly 21 hours, with his release reportedly coming on the afternoon of September 4.
The family has also alleged that threats were made against other relatives if they approached police or pursued a murder case.
According to Voicepk, the complainant stated in the FIR that he was threatened and told to accept responsibility for his sister’s death. He alleged that his family initially remained silent because of fears for their lives.
FIR registered after family’s visit to hospital
According to reports, the family went to the hospital to receive Saba’s body following her death. Police subsequently recorded the teenager’s account and an FIR was registered.
The case reportedly includes allegations of murder, kidnapping, illegal confinement and house trespass, among other offences. The Express Tribune reported that the FIR was registered at Ratta Amral Police Station on the complaint of Saba’s stepbrother.
The investigation has also drawn attention to the alleged previous criminal cases involving Butt and two of his brothers. The Express Tribune reported, citing police records, that 33 cases in total had been registered against the three brothers, involving allegations including drugs, illegal weapons, fighting, theft, robbery, dacoity and rioting.
The existence of previous cases, however, does not itself establish guilt in the present matter or prove that the suspect committed any of those earlier offences.
Suspect reportedly granted pre-arrest bail
The investigation has continued while the legal status of the principal suspect has become another point of concern.
Several reports said Butt subsequently obtained pre-arrest bail from a court. The development means that, despite being nominated in the case, his guilt has not been judicially established.
Police have reportedly continued efforts to pursue the case.
There have also been conflicting claims regarding the treatment of the teenage witness. Family members and local residents have alleged that police pressured the boy to accept responsibility for his sister’s death. Police, according to reports, have denied the allegation and said the teenager and his father were being kept in protective custody because of concerns for their safety.
The competing claims underline the need for an investigation that establishes the sequence of events through forensic evidence, witness statements and other independently verifiable material.
Law minister takes notice
The case has also attracted attention at the federal level.
Federal Minister for Law and Justice Senator Azam Nazeer Tarar reportedly took notice of Saba’s killing and contacted the Inspector General of Punjab Police, seeking details of the investigation and a progress report.
The intervention was also highlighted by Christian rights organisation CLAAS-UK, which called for a comprehensive investigation and protection for Saba’s family.
The National Assembly’s official website identifies Tarar as the federal Minister for Law and Justice.
CLAAS-UK calls for protection and impartial investigation
CLAAS-UK has condemned Saba’s killing and urged authorities to ensure that her family and witnesses are protected from intimidation.
The organisation has called for a full and impartial investigation into both the killing and the alleged abduction and threats involving Saba’s stepbrother.
Nasir Saeed, director of CLAAS-UK, said the family should be able to seek justice without fear of retaliation.
He also described the case as a reminder of the concerns faced by members of Pakistan’s Christian minority, particularly vulnerable families who may lack access to resources and legal protection.
CLAAS-UK has urged investigators to examine relevant forensic, CCTV, mobile-phone and other digital evidence and to establish the precise circumstances and motive behind the killing.
Community concern over minority protection
Saba’s killing has prompted renewed discussion about the safety of religious minorities in Pakistan.
Christian advocacy organisations have called for equal protection under the law and for authorities to ensure that the victim’s religious identity does not become a reason for discrimination or inadequate protection.
At the same time, the Pakistani Christian Advocacy Network International (PCANI) has stressed the importance of avoiding assumptions about collective religious responsibility. The organisation has called for the motive and all disputed facts to be established through an impartial investigation and due process.
The wider debate is significant because the case involves several overlapping concerns: violence against women, alleged harassment, the safety of witnesses, intimidation of a victim’s family and the protection of a religious minority.
Human rights organisations have repeatedly raised concerns about the vulnerability of religious minorities in Pakistan, including allegations involving forced conversion, sexual violence, discrimination and weaknesses in law enforcement.
A case now under scrutiny
For Saba’s family, the central demand is straightforward: that the circumstances of her death be established and those responsible be dealt with according to law.
The allegations surrounding the subsequent detention and intimidation of her teenage stepbrother also require independent scrutiny because any pressure placed on a key witness could compromise the investigation.
The case now faces the test of whether investigators can establish the facts independently of competing allegations and community pressure.
Saba’s death should not be reduced simply to a dispute between neighbours or framed solely through the religious identities of those involved. The allegations of harassment, the shooting, the reported abduction of a teenage witness and the subsequent legal proceedings all require separate examination.
What happened inside the Rawalpindi home on September 3, and what happened to Saba’s family afterwards, are matters that investigators and the courts must establish through evidence.
For now, Adnan Butt remains an accused person, not a convicted offender, and the allegations against him must be tested through due process.
The family, meanwhile, is seeking protection, answers and justice for a young woman whose life ended violently inside the place where she was expected to be safest.
